P-463 Special Operations Forces Undersea Operational Training Facility
Coffman provided comprehensive civil, structural, electrical, fire protection, and corrosion engineering services for the new Undersea Operations Training Center (UOTC) at Joint Base Pearl Harbor-Hickam on Oahu. This two-story, 54,380 sf facility is pivotal for the U.S. Navy’s Special Operations Forces (SOF) in the Pacific Region. It supports multiple functions, including operator and Underwater Delivery Vehicle (UDV) training, and features a 150,000-gallon combat training tank (CTT).
The UTOC delivers the infrastructure and capabilities necessary to train and deploy highly specialized units that are vital to United States national security and strategic objectives across the Pacific. Coffman played a key role in expediting project delivery by facilitated early ordering of long-lead items and maintaining close coordination with facility users and contractors.
Located on the Pearl Harbor waterfront, the structure’s design accounts for local soil conditions and high-water elevations. A deep foundation of precast concrete piles supports a system of grade beams and structural slabs. The main building is comprised of concrete masonry walls, a precast floor deck, and a steel framed roof.
Coffman’s fire protection engineering scope included the design and preparation of a clean agent fire suppression system and a mutual fire exposure protection system. All systems were designed in compliance with approved building code facility size regulations.
