Fox Hills Substation BESS

Coffman provided third-party engineering and permitting support for a lithium-ion BESS with a rate capacity of 7.5MW / 30MWh within an existing Consolidated Edison substation located in Staten Island, New York. The project consists of 11 pre-fabricated and ground-mounted Tesla Megapack 2.0 BESS containers utilizing LFP (Lithium-Iron Phosphate) battery chemistry. The project scope included the preparation of a site-specific Hazard Mitigation Analysis and Emergency Response Plan for the TM-1 permit submittal to the Fire Department of New York (FDNY).

Coffman also performed a third-party review of the engineering design documents for the fire protection systems provided for the Megapack 2.0 containers, including the fire alarm and deluge sprinkler systems. Additionally, Coffman evaluated other plans for compliance with FDNY Rule 3 – Outdoor Stationary Storage Battery Systems such as the project site plan. Coffman assisted ConEdison in FDNY project submittals.
