MEET REBECCA

Rebecca Matlack, PE is a principal and leads the Spokane civil engineering practice, managing a team of surveyors, water and wastewater engineers, project managers, site design engineers, and designers. She brings a strong background in applied hydrology, water resources, site and utility evaluation, and alternative project delivery methods to complex public and private sector projects.

Rebecca’s expertise includes hydrology and stormwater modeling, erosion mitigation, grading and earthwork design, utility studies and capacity analysis, ADA accessibility planning, pavement assessments, and multidisciplinary project management. Her primary markets include multifamily and affordable housing, higher education facilities and planning studies, industrial and civic progressive design-build, and federal projects, with extensive experience supporting both DoD and non‑DoD agencies as Spokane’s Federal Initiative Lead.  Rebecca has worked as a prime- and sub-consultant and project manager for Fairchild AFB, National Park Service, USDA, State Department, GSA, VA, and Bonneville Power Administration.

Rebecca holds a BS in Civil Engineering from Washington State University and a Certificate in Women’s Leadership from Gonzaga University. Rebecca remains actively involved in professional and industry organizations supporting mentorship, design‑build delivery, and engineering leadership.

Outside of work, Rebecca enjoys traveling with her husband, gardening and foraging, exploring local geology and history, and enjoying the lakes and whitewater rivers of the Inland Northwest.
