Coffman designed the upgrades to the nonstructural seismic anchorage of medical, mechanical, electrical, and plumbing systems for an essential services building. The mandatory seismic upgrade work is part of Senate Bill SB1953 “California Hospital Seismic Upgrade Program." Continuous post-earthquake hospital operations are the primary objective of SB1953.
The California Office of Statewide Health Planning rates nonstructural performance from NPC-1 to NPC-5. The objective for this project is to improve the nonstructural performance category from NPC-1 to NPC-3 as required by SB1953. Numerous site visits and a detailed review of all previous nonstructural construction documents back to the 1950s was required to assemble a complete retrofit design package. Reduction of nonstructural damage is a critical seismic performance objective to maintain vital post-earthquake emergency care and surgical services.
