Tom Arnold has over 20 years of experience in the management, planning, design and construction of municipal infrastructure with special emphasis in transportation, utilities (including combined sewers), and related land use/site development requirements. He has special expertise in working with local, state, and federal agencies in regard to regulations, ordinances, environmental and other regulatory policies that affect the permitting, design, and construction on both public/private projects. In addition, Tom has extensive experience in the formation of Local Improvement Districts and Right-of-Way management (including street vacations, access easements, encroachment permits, and franchises). He also has experience in construction engineering, working with contractors to solve construction problems.
